Asst Prof Alvin Chang is the Clinical Director, Quality, Safety and Risk Management and Senior Consultant, Department of Neonatology, KKH. He co-chairs the Healthcare Quality and Patient Safety Standards committee, chairs the Patient Safety Council and is a Patient Safety Champion. He conducts regular in-house Root Cause Analysis workshops and Speak Up for Safety seminars. He pioneered work to contextualise the Joint Commission International (JCI) standards applicable to KKH. These led to changed mind-set that accreditation surveys are meant for continuous improvement. He had worked on safety culture and contributed to designing workshops in SingHealth on various topics. At the Ministry of Health, he contributes to the MOH-Ensure Safer System (MOH-ESS) programme by being involved in contextualising standards, AMP-expert tracer and handbook workgroups. This is on top of being an MOH-ESS Leader for KKH.

He is the President of the Singapore Paediatric Society and had published a Cochrane review on neonatal transport and other scientific papers in various peer-reviewed journals locally and internationally on quality, safety and neonatology. He was a Faculty Member of Singapore Healthcare Improvement Network (SHINe), a collaborative program with Institute for Healthcare Improvement (IHI) which resulted in reduction of harm in patients nationally.
