Dr Danny Belkin
Director
Dr Belkin was previously the Technology Development and Commercialisation Director of the Singapore Eye Research Institute (SERI), where he successfully led efforts to create strategic industrial collaborations with the likes of J&J, Santen and Carl Zeiss Meditec; spinning off a number of companies and licensing a large number of technologies to private sector partners with successful subsequent commercialisation including regulatory approval and sales activities in major markets.
Dr Belkin has over 20 years of wide-ranging experience in the biomedical industry, having been part of the founding team of a stem cell therapy company as well as having held strategic marketing and special projects management roles at Abbott Labs, before joining SERI and SingHealth.
He holds a Ph.D. in Immunology from the University of Cambridge and an MBA from Vlerick Leuven Management School in Belgium.
Ms Koh Siew Ying
Senior Manager
Siew Ying is the Senior Manager of the SingHealth Technology Incubator (SCOUT) and in her role, she helps to drive and support innovation and research projects across SingHealth in accelerating their momentum towards commercialisation via spinoff companies. She has over 20 years of product development and design engineering experience in medical devices and life science instrument industries including ResMed, Hill-Rom, Thermo Fisher Scientific, and had led multi-disciplinary team in successful product market launches.
Siew Ying holds a B.Eng. in Electrical and Electronic Engineering from Nanyang Technological University.
Dr Low Huiyu
Manager
Huiyu has been with SCOUT since October 2023. Previously, she was as an early member of a local biotechnology startup, where she played instrumental roles in the development and commercialisation of a novel molecular diagnostic platform based on the digital PCR technology. Over her 9 years with the company, Huiyu undertook key responsibilities in cross-functional projects, including the implementation of ISO 13485 and attainment of regulatory approvals. Before transitioning to the private sector, Huiyu was a Research Fellow at the National University of Singapore (NUS), with interest in the development of novel molecular assays for sepsis detection.
Huiyu holds both a Ph.D. and a B.Sc. (Hons) from the National University of Singapore.
Ms Kok Soke Wai
Senior Executive
While Soke Wai lately joined SCOUT in October 2023, she is a veteran in healthcare and medical education fields, having previously worked for Duke-NUS Medical School and Singapore Eye Research Institute since 2009. Prior, during the Neolithic period, she had been with the National Library Board.
At SCOUT, she provides the Director and team with timely and efficient administrative, finance and operational support in diverse areas. Her forte lies in managing the minutiae details while her approach to work is just do one’s best and to have good grammar, correct spelling and punctuation in her writing due to her Bachelor of Arts in English Language and Literature from SIM University.
In her downtime, she reads books derived from the fantastical and speculative gothic genres. She is also a film buff and has an adequate store of non-essential pop culture knowledge.
