SINGAPORE, 10 March 2025 – To strengthen the delivery of its community-based healthcare services, SATA CommHealth, an established charitable medical healthcare provider in Singapore, has launched a new community clinic at Beach Road. At the launch, SATA CommHealth also signed a Memorandum of Understanding (MOU) with SingHealth to foster closer collaboration between the two organisations and strengthen care management of residents. With this MOU, SATA CommHealth and SingHealth will jointly support preventative health and health promotion activities, such as frailty prevention programmes, and open new pathways for capability building and strengthening care delivery models, allowing more residents to keep well in their communities. Marking a significant milestone in enhancing healthcare in the community, especially those living in the vicinity, this new facility and the MOU underscores SATA CommHealth's commitment to providing quality and accessible healthcare services, especially for the vulnerable, and SingHealth's continued strategic mission, under its Regional Health System (RHS), to partner communities to keep well, get well and live well.
Quality and Affordable Care at the new SATA CommHealth Community Clinic
The new SATA CommHealth Community Clinic, located at the heart of Beach Road, was established after extensive engagements with the community and SingHealth RHS. Recent findings from the National Population Health Survey (NPHS) 2022 highlighted the pressing need for community healthcare facilities and enhancing accessibility to enhancing accessibility to preventative and healthcare services. Over 25% of Beach Road's residents are seniors, of which 17% require enhanced care due to frailty. In addition to the seniors, the community clinic provides comprehensive, highly subsidised healthcare services to other vulnerable groups such as the 130 single-parent families living in the area and low-income residents. These vulnerable groups constitute approximately 60% of the clinic's patient base. The community clinic's opening is a big step forward in enabling affordable and accessible medical care including chronic disease management and preventive health education for them.
SATA CommHealth Community Clinic's service offerings will include doctor consultations, blood tests, vaccinations, and ancillary services such as Digital Retinal Photography, Diabetic Foot Screening, nurse counselling, spirometry, Advance Care Planning, Lasting Power of Attorney assistance, and other supporting services such as homecare services. Through its focus on comprehensive chronic disease management, SATA CommHealth works to reduce the risk of cardiovascular complications, enabling the community to lead fuller, healthier lives. Additionally, the clinic's vaccination services will offer vital protection for vulnerable seniors, preventing severe illness and reducing the need for intensive care interventions. The Community Clinic is the sole CHAS healthcare facility serving residents in the immediate vicinity of the rental flats.
Closer Collaboration with SingHealth to Enhance Care Management of Residents
In order to enhance the holistic care of residents and sharpen the delivery of community-based care, an MOU was signed between SATA CommHealth and SingHealth today.
As the regional healthcare cluster managing the needs of those living in eastern Singapore, SingHealth is a key partner for the SATA CommHealth Community Clinic in the Beach Road area. SingHealth's expertise in population health research will provide valuable insights that enable SATA CommHealth to put in place targeted interventions to effectively address critical care gaps. The partnership will focus on expanding essential health services for Beach Road residents, including support for the community health posts and frailty screening initiatives, and other specific health programmes to meet the community's evolving needs.
To empower residents to take charge of their own health, SATA CommHealth and SingHealth have begun holding regular health talks to equip seniors and the broader community with essential knowledge since January 2025. These sessions cover topics such as advanced care planning, nutrition for seniors, diabetes management, mental wellness, and women's health. Staff from both organisations provide personalised and prompt follow-up support to residents seeking additional information after each talk. Initial feedback has been positive, and both organisations will continue evaluating the efficacy and relevance of these talks.
SATA CommHealth will also work closely with SingHealth's Healthier SG teams to increase Healthier SG enrolment, as well as ensure follow-up and downstream support, in line with the nation's shift towards a preventive health strategy. Plans are underway to strengthen this collaboration, particularly through enhancing referral processes between SingHealth Community Health Posts and the clinic to ensure seamless care transitions for continuity of care. To create a comprehensive health and social support ecosystem, the clinic will continue to forge strong partnerships with SingHealth, grassroots organisations, and other community partners. Through these collaborations, the goal is to deliver coordinated care that addresses both the medical and social needs of residents.
In line with SATA CommHealth's mission of promoting lifelong health and serving the community, the clinic aims to foster a healthier Singapore by encouraging residents to take charge of their health, as well as promote a proactive approach to health management. Chief Executive Officer of SATA CommHealth, Dr. Kelvin Phua, said, "Our mission since our inception has always been to enhance the quality of life through accessible healthcare. This new clinic is a significant step towards achieving that goal, ensuring that everyone in the community has access to the care they need."
Professor Lee Chien Earn, Deputy Group CEO, Regional Health System, SingHealth, added, "By working closely with SATA CommHealth, we are delivering quality care that is more accessible to the Beach Road community. By synergising our strengths, we hope that every resident has the support he or she needs to live healthier, more fulfilling lives. This partnership is a testament to our shared commitment to building stronger and more resilient communities for the future."
SATA CommHealth is honoured to partner with Mayor Denise Phua's Senior Services Coordinating Committee, which convenes twice a month to foster meaningful collaborations and enhance support services for older adults. The Mayor's dedicated leadership and steadfast commitment have been instrumental in realising the clinic, ensuring that quality healthcare remains accessible to all. Commenting on the opening of the new SATA CommHealth Community Clinic, Guest of Honour Ms. Denise Phua, Mayor of Central Singapore District and Member of Parliament for Jalan Besar GRC (Kampong Glam), said, "This new clinic embodies the Forward Singapore spirit of partners working together for the common good. I am grateful and heartened by the sincere and passionate players who proactively gathered to make life better especially for the vulnerable. By addressing the unique needs of seniors and families requiring greater support, SATA CommHealth is setting a benchmark for accessible and compassionate care. Initiatives like these play a vital role in fostering stronger, healthier and more inclusive communities."
